UCSF Health Governance Committees
The UCSF Health Leadership Council has three standing committees. Each has three faculty positions with three-year terms.
In addition, the Graduate Medical Education (GME) Committee evaluates program changes, holistically, and makes timely decisions with adherence to funding guidelines, implements the funding mechanism to match trainee activity, and determines how existing growth from FY22-FY24 will be accounted for.
Leadership Council
The Leadership Council is UCSF Health’s governing board. The Council is co-chaired by the President and CEO of UCSF Health and the Dean of the School of Medicine (SOM). Membership includes the UCSF Health Executive Team, UCSF School of Medicine Clinical Chairs, select SOM Vice Deans, Dean of the School of Nursing and a representative from the Academic Senate.
Executive Committee
The Executive Committee addresses issues that arise between Leadership Council meetings. It serves as a sounding board for management on emerging issues, challenges and initiatives, providing insight and guidance to UCSF Health leaders.
Membership includes the UCSF Health President and CEO and his direct reports, the Dean of the SOM, the Vice Dean for Administration and Finance and four elected clinical chairs. Each chair is elected for a four-year term, and there must be one chair from each of these departments:
- Non-surgical: dermatology, family & community medicine, medicine, neurology, pediatrics, physical therapy, psychiatry
- Surgical: neurosurgery, obstetrics & gynecology, ophthalmology, orthopedic surgery, otolaryngology, surgery, urology
- Hospital-based: anesthesia, emergency medicine, laboratory medicine, pathology, radiation oncology, radiology and biomedical imaging

Strategy, Finance and Faculty Practice Advisory Committees
These committees report to the Leadership Council and provide guidance on key areas of UCSF Health’s strategy and investments. Each committee includes:
- Ex officio membership from UCSF Health and the SOM Dean’s Office.
- Three elected clinical chairs who serve three-year terms
- Three appointed non-chair faculty who serve three-year terms
- One or two appointed SOM chief administrative officers who serve three-year terms
Appointments are based on the recommendation of clinical chairs with the goal of ensuring representation across different department types as defined above.

Faculty Practice Advisory Committee (FPAC)

The FPAC will report to the UCSF Health System Leadership Council and will advise, oversee, review, and make recommendations on the mechanics of the clinical funds flow model and faculty practice operations.

The Finance Committee is an advisory board focused on aligning the UCSF Health System financial policies and performance targets with the System’s mission and strategic goals. The Committee reports and makes recommendations to the Leadership Council, escalating complex, large-scale, and strategic issues, as needed for direction and adjudication.

The Quality, Safety and Experience Committee (QSEC) will convene operational, clinical, and SOM leadership to monitor standards and performance with the goal of ensuring patient safety, enhancing clinical quality and elevating patient experience.
